About the Author

William Tilleman has been a Justice of the Court of Queen’s Bench since 2009. He was the first chair of Alberta’s Environmental Appeals Board, and chaired the province’s Energy and Utilities Board, Persons with Developmental Disabilities Appeal Board, and was Acting Chair of the Alberta Energy Resources Conservation Board. Previously, he was counsel for the Oldman Dam federal Environmental Assessment Panel, and for Parks, Environmental Assessment and Water Board matters in Northern Canada

Alastair Lucas QC, is Professor of Law, Director of the Sustainable Energy Development MSc Program, and former Dean of Law at the University of Calgary.  He is also an Adjunct Professor in the University’s Faculty of Environmental Design and has served as Executive Director of the Canadian Institute of Resources Law, Counsel to the Alberta Environmental Appeals Board and to the Nunavut Water Board, and as an Acting Member of the Alberta
